| We contacted the Knoxville City Plans Review and Inspection Department to find some tips for Knoxville residents who are planning a home improvement project. They told us that no matter what you are planning, you will need a permit, with the exception of flooring and painting. If you live in an Historic area of Knoxville or if your home has secondary historical overlay, you must get a Certificate of Appropriateness from the Metropolitan Planning Commission before beginning any exterior work.
